    PROGRAM DESCRIPTION

    Since 2012, Bellevue has operated the Bellevue Fire CARES program. The purpose of this program is to identify the source and the reason for an individual’s 911 call and to connect them with resources and services that will address their core needs. Modeled after a successful program in Spokane, Bellevue partners with numerous graduate schools of social work to place master’s-level students in practicum placements with Bellevue Fire CARES. These students form a team of advocates that respond to the needs of some of Bellevue’s most vulnerable community members, as identified by fire crews and police during a 911 response.


    JOB DESCRIPTION

    Under the direction of the Program Manager, the MSW Practicum Supervisor, provides direct supervision, training and mentorship to Master of Social Work (MSW) practicum students placed within the Bellevue Fire CARES program. Main tasks include collaboration with the Program Manager, MSW Practicum Supervisor and Case Management Specialist, supporting students, and continuing to design, develop, and implement the rapidly expanding program. The role focuses on the student’s learning and reinforcing their identification with the purposes, values, and ethics of the profession of social work, to foster the integration of empirical and practice-based knowledge, and to promote the development of professional competence.

    You will instruct/support students who provide case management in the field, to individuals who have been referred to the program by first responders following a 911 call, through observation, modeling and direct feedback.  Students encounter individuals with mental health, substance use, behavioral, housing, financial and other social service needs in their home and/or community to assess and assist in treatment planning and service referral.

    • Provides supervision, training, and guidance to MSW practicum students placed at the Bellevue Fire CARES program through mentorship and shadowing of job duties.
    • Works with program manager to develop program, including increased learning opportunities for students and further integration of program into the fire and police departments.
    • Provides information, consultation and referral. Responds to requests for information on resources for the aging population, people experiencing homelessness, people with mental illness, substance-using populations and those with complex psychosocial needs.
    • Supervises students’ work in the field with clients in the community, ensuring that clients are connected to appropriate resources and services, while providing students appropriate learning opportunities.  
    • Provides weekly, reflective supervision with students to work towards achieving students’ learning goals and competencies through groups or one-on-one meetings.
    • Monitors and collaborates with students on their practicum learning contracts.
    • Provides support and feedback to students as they critically analyze their strengths and areas for growth.
    • Monitors students in developing competent practice skills in accordance with fire department policies, best practices, and NASW (National Association of Social Workers) Code of Ethics.
    • Participates in orientation/training workshops coordinated by university field education departments. 
    • Supports CARES101 response unit, providing supervision in program manager’s absence and covering unit as needed.
    • Develops and maintains relationships with community partner agencies.
    • Member of CARES program leadership team.
    • Provides supervision for clinical licensure to MSWs on staff.
    • Provides debriefings and consultations for staff on complex cases.
    Supervision Received and Exercised:
    • Works under the general supervision of a manager.
    • Supervise, train and mentor students enrolled in a Master of Social Work (MSW) program.

    Qualifications:

    Knowledge, Skills and Abilities

    • Demonstrates a willingness to use oneself as a role model for ethical, competent social work practice. 
    • Knowledge of modern office practices and computer applications including spreadsheets, databases and statistics.
    • Knowledgeable of trauma-informed clinical practice approaches.
    • Excellent verbal and written skills.
    • Excellent interpersonal skills for establishing and maintaining effective working relationships with employees, other departments and city staff, city officials, various universities, and the public.
    • Skill in viewing and addressing the total spectrum of service needs.
    • Skill in supporting diversity and multi-cultural understanding in the workplace and the community.
    • Proficient research, statistical and analytical skills.
    • Skill in maintaining detailed records and prepare clear, concise written reports.
    • Ability to work effectively in team environments.
    • Ability to express ideas and recommendations clearly and effectively both orally and in writing.
    • Ability to exercise a high degree of initiative and independent judgment, problem-solving and decision making within the scope of assigned authority.
    • Ability to effectively identify and resolve conflict.
    • Ability to implement a lens and approach that is culturally responsive and informed.
    MINIMUM QUALIFICATIONS
    • Five (5) years’ experience working in a clinical social work setting with supervisor duties; including exposure in working with academic institutions.
    • Licensed Clinical Social Worker in Washington State.
    • Approved Social Worker Licensed Supervisor, or qualified to apply for and achieve the license.
    • Washington State Driver’s License may be required.

    SALARY:  $86,997.22 - $120,033.18 Annually
